    Neft Daşları (also known as the Oil Rocks) is an industrial settlement in Baku, Azerbaijan. It lies 100 km (62 mi) away from the Azerbaijani capital Baku, and 55 km (34 mi) from the nearest shore in the Caspian Sea. A full town on the sea, it was the first oil platform in Azerbaijan, and the first operating offshore oil platform in the world, incorporating numerous drilling platforms. The settlement began with a single path out over the water and grew into a system of paths and platforms built on the back of ships sunk to serve as the Neft Daşları's foundation. The most distinctive feature of Neft Daşları is that it is actually a functional city with a population of about 2,000 and over 300 km (190 mi) of streets built on piles of dirt and landfill.

The survey was conducted from May 20 to June 15, 2012 in all regions of the country among 1500 respondents. Over 10% of respondents said that they have become "more faithful than five years ago." The research shows that increasing number of citizens perform namaz and fast during Ramadan. According to Elshad Iskandarov, the head of the State Committee on Work with Religious Structures, the research confirmed that Azerbaijani people support religious tolerance and reject of religious radicalism. Head of the Center for Strategic Studies, Farhad Mammadov, said that there is not any universal formula for state-religion relations, and such studies serve to form the government policy on religion. Afterwards the statistical outcomes of the survey were presented. In particular, 30.2% of respondents deeply believe in God, and just 66% consider themselves believers. There are only 0.1% of atheists. 96.8% consider themselves to be Muslims, 0.8% - orthodox Christians, and 0.1% Jews. Following are the results of the people's attitude towards religion: 83% see themselves as believers; 3.8% said they had not been believers, but had now become believers; and 10.3% said they were believers in the past, but now had become more religious. As for the attitude towards namaz (prayer), 57.6% do not perform namaz, 10.9% perform it daily, 3.5% perform from time to time, and 1.2% only on Fridays. At the same time, 4.7% used to perform namaz, but have now abandoned it. Only 5% of the population regularly attends mosques, and the same number of people support establishing an Islamic religious state in Azerbaijan. About 90% of the respondents respect other religions, and 4% hate them. 2.6% of respondents share the ideas of Salafism (Wahhabism). 42.8% consider it an alien ideology; 12.4% do not like the appearance and behavior of the Salafis, 30.2% have a negative attitude towards them, assuming that they are promoting fanaticism, religious radicalism and extremism.

Around 95% of the population are Muslims. 85% of the Muslims are Shia Muslims and 15% Sunni Muslims, and the Republic of Azerbaijan has the second highest Shia population percentage after Iran. Other faiths are practised by the country's various ethnic groups. Under article 48 of its Constitution, Azerbaijan is a secular state and ensures religious freedom. In a 2006–2008 Gallup poll, only 21% of respondents from Azerbaijan stated that religion is an important part of their daily lives. Of the nation's religious minorities, Christians who estimated 280,000 (3.1%) are mostly Russian and Georgian Orthodox and Armenian Apostolic (almost all Armenians live in the break-away region of Nagorno-Karabakh). In 2003, there were 250 Roman Catholics. Other Christian denominations as of 2002 include Lutherans, Baptists and Molokans. There is also a small ethnic Azerbaijani Protestant community. There are also Jewish, Bahá'í, Hare Krishna and Jehovah's Witnesses communities, as well as adherents of the other religious communities. Some religious communities have been unofficially restricted from religious freedom. A U.S. State Department report on the matter mentions detention of members of certain Muslim and Christian groups, and many groups have difficulty registering with the SCWRA. There is the Hindu Fire Temple of Baku ("ateshgah" in Persian) with an "old" structure which, according to travellers, has been a place of visit for Hindu priests for more than a millennium in Baku. The place is often "misrepresented as a Zoroastrian fire-temple" due to frequent association of "fire temple" with the Iranian religion of Zoroastrianism.

For more information please read the Treaty of Turkmenchay of 1828 and Treaty of Gulistan of 1813: http://azerbaijan.az/_History/_HistDoc/_histDoc_e.html In November 10, 1724 Peter I the Great send general M.Matyuskin and brigadier Levasev to Baku to arange the settlement and transfer of ethnic Armenians to Baku, Derbend, Shirvan, Salyan and Iranian Gilan and Mazandaran. This arrangement was changed and fullfilled in February 29, 1828 with the Treaty of Turkmenchay when general Paskevich and S.A.Qriboyedov started the settlement of Armenians into Azerbaijani regions such as Nakhchivan, Erivan and Karabakh. By 1832 only half of the total population of the Erivan Khanate remained Azerbaijani. Only 5 years after the creation of the Armenian Oblast. In 1850 the Armenian Oblast was reorganized into a governorate of the Russian Empire. The countless massacres of Azerbaijanis by Armenians with the aid of Russians continued and by 1897 only 37% of the Erivan Governorate remained Azerbaijani. The first clashes between the Armenians and Azeris took place in Baku in February 1905. The conflict spread over to the other Azerbaijani Khanates in the same year. When both Azerbaijan and Armenia declared independence, tensions grew and the Armenian-Azerbaijani conflict ignited in Baku when Armenia claimed almost all Azerbaijani lands as part of the Armenian Republic. The Armenian Republic was also involved with a war with the Georgian Republic. Early in March 1918, in just 3 days, over 15,000 Azerbaijanis were massacred in Baku alone by Armenian and Bolsheviks (Communist Russian) units led by Stepan Shahumyan (Armenian Communist). According to some experts the exact number of massacred Azerbaijanis is still uncertain as it ranges from 15,000 to 20,000. Later in 1923 the city of Khankendi in Karabakh was renamed to Stepanakert by the Soviet Union, to honor Stepan Shahumyan for his Massive March Massacre in Baku. Other regions with ethnic Azerbaijani population suffered aswell, over 70,000 Azerbaijanis were massacred in Nakhchivan alone. More then 30,000 Azerbaijanis were massacred in Karabakh. Over 4,000 Azerbaijani-Jews were massacred in Guba. During the short independence of Azerbaijan, the state was mainly busy with defense against Armenian and Russian invasion and massacres. After liberation by the Ottoman army, rebuilding, governmental and cultural reforms became the priority of the Azerbaijani state. It was the first democratic and secular republic in the Muslim world. Not to mention it was amongst the first countries in the world to adopt suffrage to women. Azerbaijan preceded even such developed countries as the United Kingdom and the United States. Stalin was put in charge of the Soviet Caucasus Plan by Vladimir Lenin. In order to calm the region down, Stalin compensated several Azerbaijani regions to Armenia. Today this conflict continues as Armenia occupies about 20% of Azerbaijan, which resulted in the displacement of one million Azerbaijanis. What else can you call two centuries of persecution, annexations and massacres except GENOCIDE.

On April 17 members of "Lezgi" Mosque community held a press conference at the press center of IRFS on the serious pressure that Sunni religious communities have been exposed recently. Members of the community claim that they have faced unfair treatment. As an example they cited closure of the settlement mosques like "Martyrs", "Abubakr", and "Mushfigabad". The shutdown of these mosques was considered groundless. The reason for this was believed to be Sunnis who prayed in these mosques. It was also claimed that leadership of Caucasus Muslims Office (CMO), State Committee for Work with Religious Organizations made a joint decision to shut down the aforementioned mosques. The Sunnis stated that they are exposed to pressure due to being different from the Shiah and for living life according to the Koran and Prophet Muhammad's (P.B.U.H.) sayings. Community members expressed their concerns over media and society calling them wahhabi, khavarij, and takfirist. As for the issue of religious communities' registration, it was noted that Shiah communities are registered, while Sunni communities are not. Faig Mustafa stated that the organization he heads was not registered. He linked this with the leadership of the CMO who purposefully does not present the registration documents to the religious committee. It was also claimed that as Sunni and Shiah pray differently they cannot pray in the same mosque. "Just as the Catholic, Baptist and Protestant pray in their own churches, Sunni and Shiah also need to pray in their own mosques. It is so in the whole world, and it must be so in our country as well", said the lawyer Elman Osman. It was stated that 35 percent of Azerbaijan's population consists of Sunnis. Despite increase in the number of Sunni Muslims, the number of Sunni mosques is not increasing. People gather at homes as there are limited mosques and because of this they are persecuted by the police. It was also noted that there was no imam of Sunni Community. Community members also commented on the believers fighting in Syria. The Community does not own the responsibility for those who fight there. Mustafa even said that there are more Shiah fighters than Sunni fighters in Syria. In the press conference it was also discussed that some religious people are exposed to pressure in Salyan. Fuzuli Agamali, who is exposed to such pressure, linked this with his belief. "I pray in a Turkish way not in the Persian way, this is why I am not allowed to the mosques", he said. As a result, community members said that the head of the country Ilham Aliyev is not aware of these pressures against them and they want to be heard by the president.

They raided the houses of clerics and activists, including KarbalayiQismat, Syed Nazem and SeyedWaqar, taking them into custody, the Caucasus cultural center reported. The secular government of IlhamAliyev suppressed a Shia-dominated popular uprising in 2010 amid international outcry over his heavy-handed crackdown. Baku began a fresh wave of attacks on the majority Shias on November 26, 2015, when security forces killed four members of the Movement for Muslim Unity (MMU) during a raid in the village of Nardaran. At least 14 people were nabbed in the raid, including the MMU leader Tale’ Bagirzade, who is also known as Sheikh Bagirov. Meanwhile, police have closed off the entrances to Lankaran in their ongoing crackdown. Azerbaijan is a majority Shia state of more than nine million people, with Shias accounting for 85 percent of the population.
