The hijab, or headscarf, was banned in public schools by the Ministry of Education in 2010, and protests against the ban became violent in October, 2012. Some protestors were armed with wooden polls, and Azerbaijani police say dozens were detained after resisting arrest. Critics of the regime are suspicious, however, and accuse the government of using the hijab controversy to manipulate Western governments' fear that a radical Islamic state will emerge if democratic change comes to Azerbaijan.

The survey was conducted from May 20 to June 15, 2012 in all regions of the country among 1500 respondents. Over 10% of respondents said that they have become "more faithful than five years ago." The research shows that increasing number of citizens perform namaz and fast during Ramadan. According to Elshad Iskandarov, the head of the State Committee on Work with Religious Structures, the research confirmed that Azerbaijani people support religious tolerance and reject of religious radicalism. Head of the Center for Strategic Studies, Farhad Mammadov, said that there is not any universal formula for state-religion relations, and such studies serve to form the government policy on religion. Afterwards the statistical outcomes of the survey were presented. In particular, 30.2% of respondents deeply believe in God, and just 66% consider themselves believers. There are only 0.1% of atheists. 96.8% consider themselves to be Muslims, 0.8% - orthodox Christians, and 0.1% Jews. Following are the results of the people's attitude towards religion: 83% see themselves as believers; 3.8% said they had not been believers, but had now become believers; and 10.3% said they were believers in the past, but now had become more religious. As for the attitude towards namaz (prayer), 57.6% do not perform namaz, 10.9% perform it daily, 3.5% perform from time to time, and 1.2% only on Fridays. At the same time, 4.7% used to perform namaz, but have now abandoned it. Only 5% of the population regularly attends mosques, and the same number of people support establishing an Islamic religious state in Azerbaijan. About 90% of the respondents respect other religions, and 4% hate them. 2.6% of respondents share the ideas of Salafism (Wahhabism). 42.8% consider it an alien ideology; 12.4% do not like the appearance and behavior of the Salafis, 30.2% have a negative attitude towards them, assuming that they are promoting fanaticism, religious radicalism and extremism.

There are also Jewish, Bahá'í, Hare Krishna and Jehovah's Witnesses communities, as well as adherents of the other religious communities. Some religious communities have been unofficially restricted from religious freedom. A U.S. State Department report on the matter mentions detention of members of certain Muslim and Christian groups, and many groups have difficulty registering with the SCWRA. There is the Hindu Fire Temple of Baku ("ateshgah" in Persian) with an "old" structure which, according to travellers, has been a place of visit for Hindu priests for more than a millennium in Baku. The place is often "misrepresented as a Zoroastrian fire-temple" due to frequent association of "fire temple" with the Iranian religion of Zoroastrianism.

In 1850 the Armenian Oblast was reorganized into a governorate of the Russian Empire. The countless massacres of Azerbaijanis by Armenians with the aid of Russians continued and by 1897 only 37% of the Erivan Governorate remained Azerbaijani. The first clashes between the Armenians and Azeris took place in Baku in February 1905. The conflict spread over to the other Azerbaijani Khanates in the same year. When both Azerbaijan and Armenia declared independence, tensions grew and the Armenian-Azerbaijani conflict ignited in Baku when Armenia claimed almost all Azerbaijani lands as part of the Armenian Republic. The Armenian Republic was also involved with a war with the Georgian Republic. Early in March 1918, in just 3 days, over 15,000 Azerbaijanis were massacred in Baku alone by Armenian and Bolsheviks (Communist Russian) units led by Stepan Shahumyan (Armenian Communist). According to some experts the exact number of massacred Azerbaijanis is still uncertain as it ranges from 15,000 to 20,000. Later in 1923 the city of Khankendi in Karabakh was renamed to Stepanakert by the Soviet Union, to honor Stepan Shahumyan for his Massive March Massacre in Baku. Other regions with ethnic Azerbaijani population suffered aswell, over 70,000 Azerbaijanis were massacred in Nakhchivan alone. More then 30,000 Azerbaijanis were massacred in Karabakh. Over 4,000 Azerbaijani-Jews were massacred in Guba. During the short independence of Azerbaijan, the state was mainly busy with defense against Armenian and Russian invasion and massacres. After liberation by the Ottoman army, rebuilding, governmental and cultural reforms became the priority of the Azerbaijani state. It was the first democratic and secular republic in the Muslim world. Not to mention it was amongst the first countries in the world to adopt suffrage to women. Azerbaijan preceded even such developed countries as the United Kingdom and the United States. Stalin was put in charge of the Soviet Caucasus Plan by Vladimir Lenin. In order to calm the region down, Stalin compensated several Azerbaijani regions to Armenia. Today this conflict continues as Armenia occupies about 20% of Azerbaijan, which resulted in the displacement of one million Azerbaijanis. What else can you call two centuries of persecution, annexations and massacres except GENOCIDE.
