Despite the increased interest in Islam and national values in recent years, the absolute majority of the population rejects religious radicalism, according to the results of a survey on "Islam in Azerbaijan: realities and public opinion" conducted by the Center for Religious Studies in cooperation with the Center for Strategic Studies under the President of Azerbaijan. The survey was conducted from May 20 to June 15, 2012 in all regions of the country among 1500 respondents. Over 10% of respondents said that they have become "more faithful than five years ago." The number of protests in Azerbaijan for the freedom to wear the hijab is growing, as are the questions surrounding those demonstrations—like who is behind them? The hijab, or headscarf, was banned in public schools by the Ministry of Education in 2010, and protests against the ban became violent in October, 2012. Some protestors were armed with wooden polls, and Azerbaijani police say dozens were detained after resisting arrest. Critics of the regime are suspicious, however, and accuse the government of using the hijab controversy to manipulate Western governments' fear that a radical Islamic state will emerge if democratic change comes to Azerbaijan.

Nearly a quarter of Iran's population is ethnically Azeri and many of them claim their rights are being trampled on by Tehran, increasing tension between Iran and Azerbaijan. Their language and literature are banned in Iranian schools and they claim the authorities are worried about unrest among ethnic Azeris and about the government's relationship with Israel.
